After reporting the situation to city code enforcement and after my standoff with the owner, it appears that the situation has improved... At least to the extent that I am now willing to go by and pick up the few things that are there while on my regular exercise route. On days that are really bad, I will not do the work for them but I will post the pictures here and ask that the citizens share their disgust with the owner.
